War Is Law Enforcement.
You investigate and identify the correct criminal suspect (or nation). You capture or kill, interogate, and punish or release the suspect/nation.
We pursued and captured the wrong suspect/nation. We incorrectly judged and killed him and we have no idea where the actual criminal is at this point.
